Light Rail: Provincial Environmental Assessment (EA) for WLRT

The City has been preparing to start the EA process for the Western Light Rail Transit portion of Ottawa’s LRT Stage 2. Essential points about this EA process include:

  • Transit project is governed under Ontario Regulation 231/08.
  • Streamlined assessment process used:  Ontario’s Transit Project Assessment Process.
  • Albeit a provincial process, major driving of the process rests with the City.
  • Process in three phases:
    1)  Starting with a 120 days period for
    – Consulting interested parties (property owners, specific agency, and aboriginal groups).
    – Further identification of issues and impacts, mitigation measures, and monitoring.
    – Refinement of plan.
    – Preparation of the key document: Environmental Project Report (EPR).
    2)  30 days of Public Review of the EPR.
    3)  35 days of Environment Ministry Review.
  • Process is time bound: ~6 months.   Timeout is allowed during the 120 days period.
  • Property owners being within 30 meters of the location of the project.

We expect the process may start soon, at which point specific property owners should be notified along with a public announcement by the City. The community association’s LRT committee intends to closely monitor the progress. We would like to hear from property owners who are affected by these developments, and work together to share issues and concerns through this process.
